If there are no circumstances and a game would last indefinitely then i'll say it's either
Nasus for ad and
Veigar for ap. they can both reach outstanding and unbeatable damage if the game would last out for 1hr or more 1v1. let us see what is the pros and cons of a nasus which is left to farm indefinitely before a 1v1.
late game
Nasus
pros:
-infinite scaling (what i know) on his Q.
-can be built full tank with still getting damage from Q.
-insane ultimate gives him bonus hp.
-his passive is a lifesteal.
-his Q is considered a basic attack (meaning receiving the lifesteal)
-has a powerful slow against ADR
-has an armor reduction against other bruisers
cons:
-late game on 1v1 in no time limit mode--> NONE
other stuff:
-he can survive almost all burst attack and can heal it all with one Q. so no more jax
so there you have the answer to who is the best 1v1 champ. but no on a low level fight.


late game
