out of the 2 choices i like the first better because its more of a community project.
however, i was thinking we could do something like the second one.. except general individual skills? i know it'll take a while but 2 threads to come up with ideas/vote on his q, and once we get that in we move on to w, e, r, passive.
then after all that we can take some time to fine tune the skills to work better together?

Definitely the first one. Go one at a time and figure them all out. You wouldn't want to drop a perfectly good idea because of one person's skill set being better.

One - Conceptual Voting followed by Individual Skill Voting
First there would be one thread based on a CONCEPTUAL skill set - each person submits their own ideas for skill sets that are completely vague and only conceptual - i.e. "This champion has a blink to close the distance, a projectile attack that applies a debuff, a shield that prevents some effect other than damage, and an ultimate that displaces people." People would vote on their favorite conceptual skill set, and we would go on to the next step.
We then would have a series of discussion threads that would discuss the CONCEPTS for each skill and have people create more detailed skills. Afterward, we would vote on our favorite individual skills in each thread, meaning that while the final 5 skills may have been from different creators, they were all following the conceptual skill set, which in turn follows Jet's overall concept.
Two - Overall Skill Set Voting
This is a much faster but much more final method. It's pretty self-explanatory. Basically we get people to create their own 5-skill sets and we would vote on our favorites. After, we would probably then discuss minor changes to each skill, but would not stray too far from the author of the set.
The first way creates a champion that is more specific and representative of the community - each person has a chance to tailor the most important part of the champion, namely his skill set. However, it's going to be slower than the second way, and may not provide completely desired results since each skill submission may be from a different author. For example, a final set of 5 skills from 5 different skill creators may not be as synergistic as the original concept author thought it would be.
However, the second way means that the entire skill set would be created by one user, with only minor modifications being allowed. This means that almost the entire champion would be determined by this one user, unlike CAP, where no step is really dominating over others. CAC is incredibly dependent on skills to do what it does, just like any other champion, so this last point is what I'm most concerned about - we want this project to be a community effort, not a vote for one person's skill set that basically determines the whole champ.
