It's not Riot shifting the meta as much as it is players finding newer "more optimal" ways to play/build/exploit champions.
Example being Wit's End as a relatively OP item due to the previous cost and the fact that it deals magic dmg which meant stacking armor was not AS effective.
Then you simply have champions that are currently "unviable" due to their mechanics. Rather they are too easily countered. Examples being Nasus who loses to basically all other top lanes.
Then you have the currently "perma ban" champs who really should be banned...Like Morg and Kassadin.
Anywhoo moving on. WOOT LOL IS FUN.

I don't think top Maokai could work. AP Mid Maokai isn't that bad. He would be an extremely viable top but the mana costs on his saplings are really high. He needs blue donated to him for him to be able to do much for very long. And no. Philo Stone does not magically solve his mana issues.

Catalyst, philo stone. Chalice if you really want to as well.
You don't always need blue and you don't have to spam sapling every time it's off cooldown unless you want to hardcore push the lane.

Well, but
Garen falls off way to hard, even harder than
Yorick, to be a threat for
Riven later in the game. If
Riven is smart enough to avoid him and farm, she can farm through her lane and then come back later. This can be easily done with a big armor runepage and a
Cloth Armor start.
