Yeah, there are a few high-ranked players who main or play TF.
I'm one of the strongest supporters of buffing TF on the main forums, my most recent (was actually a month or two ago now) attempt has at least got them looking at his bugs it seems.
Honestly, I feel that whatever is said, it's actually the fact that Riot is more afraid that doing much of anything to TF will be too much of a buff regarding his global teleport (which is why they've barely touched him at all).
Riot has actually been contemplating reworking all champions with Globals, and just making them extremely long range.

Is Warmogs really that good of an item in the first place? If I ever do get it (which is rarely since I consider it a situational item), It's usually past at least the 30 minute mark, and even then, most of the time it's past the 50 minute mark.

I agree. Warmog's is an item you get late game. I usually get it when I have lots of resist, but low health. When I'm playing tank morde, I find that getting Warmog's as my fifth or maybe sixth item gives him great survivability.
