Armor/MR is multiplicative and so is havoc.
The only case it would make a difference in would be if the enemy had Indomitable , because that's a flat amount of damage reduction.

Is Havoc even worth it, though? I mean, even if you are doing 1000 damage (which is pretty insane), 3 points only adds 15 damage. Early on when you're doing 60-100 damage, it's only adding about 1-2 damage.

Lifesteal at least stacks with Doran's Blade and other lifesteal items. It also gets Wriggles back to where it was before it was nerfed.
