His passive is magic damage so some magic penetration is very nice.
Abyssal Mask is seriously probably core for me on Shen because it's simply so useful.
He doesn't need a rework, just some changes to his ult and W.

*facepalm* Tired person (aka me) forgot Ki Strikes are magic-y...XD I build Warmog's/Suunfire on Shen but Imma weirdo who only jungles with him anymore...too many of my friends play Shen already, so I have to be different somehow xD
@The_Nameless_Bard:
You think Shen, the top ban in ranked games, needs a rework? Hahaha.
If anything, I think they need to buff his early game Feint. The nerf to his level1 Stand United was a good way to tone down his awesomeness.
He was becoming so top-tier, people wanted him nerfed so they could play him in ranked again.

@Searz:
I prefer Twisted Fate as a Nuker.
He was designed to be an assassin and Twisted Fate lacks any other qualities to be a professional assassin such as a blink/dash, or consistent stealth.
The Attack Speed was added after Beta, it's entirely out of place in my opinion.
I gave him movement speed to compensate for three things.
1. His map movement is greater, but his mobility is garbage. Gearing him better never really helped on AD or AP TF. The 7 movement from a trinity force or lich bane only barely made him not UnderPowered.
2. Change to his Stacked Deck. :P
Lack of AS.
3. An Assassin needs mobility to catch targets. If a target runs away, you lose the kill.
Shaco - slows + blink
Twitch - slows
Evelynn - stun + MS buff ult
Akali - dash + slow/stealth
List goes on and on, and rubs TF's assassin role's face in it.
Everything about TF screams that the AS is out of place and that he needs a mobility buffing skill. A base MS buff wouldn't cut it.
What makes Twisted Fate unique isn't that he is an AS Caster.
Teemo, and Ezreal are shinier stars in that department.
It's his Pick A Card, and Ultimate.
Pick A Card is colourful with high laning utility, and Destiny/Gate has the most utility of any skill in the game. Although when it comes to team fights, both these skills fall-short a bit.
Also, with Wild Cards, I love how you didn't notice I raised the cooldown. Seems small, but it really makes up for the increased AP-Ratio, while letting the AP Ratio keep him strong for late-game.
Lastly, a Stacked Deck with an Active like my idea with the on-hit effect would be totally OP. :P
Soul Eater:
Siphoning Strike:
Wither is reworked into Encase;
Spirit Fire:
I believe these changes will make him overall more powerful and less reliant on farm.
Like these changes, except for the fact he'd still be easily kited.
But I don't really think you need to rename Wither. Could have just kept the name, changed the concept around to simulate "temporary" withering instead of normal Withering.
Basically, it'd be Encase, with Wither's name on it without the sand concept. :P

- Life steal increased to 15%/20%/25% from 10%/15%/20%.
Siphoning Strike:
- Damage changed to 40/55/70/85/100
- Damage bonus per kill reduced to 2 from 3
Wither is reworked into Encase;
- Encases the enemy target in sand stunning them for 1second then slows by 20%/25%/30%/35%/40% diminishing back to normal over 2 sec.
- Range: 650
- Cooldown: 16/15/14/13/12
Spirit Fire:
- Casting time replaced by an animation that takes 0.3sec. Now it has a 0.8sec delay before appearing. (from 1sec)
- Armor reduction now persists for 4 seconds after the last tick (time you were damaged) and is refreshed upon taking damage again.
- Damage per second increased to 25/40/55/70/85 from 20/34/48/62/76.
- Mana cost reduced to 70/80/90/100/110 from 70/85/100/115/130

I like those nasus changes as well the more I learn him the more I notice how annoying the .8 delay on spirit fire is and so the siphoning strike spirit fire wither ss combo is to pull of and if they have flash forget about it so the stun on wither would be great as well

+rep me if you like what I got to say. Semper Fi!

The current passive is fine and a base MS buff would probably be the best way to make him a little more mobile. It's not like he's worse than any other ranged carry in that department..

I did notice, but a 0.85 ratio is OP on a long range spell with normal base damage and short CD. 0.7 or 0.75 really is the max amount you can go for. Just look at other casters. There's not a single long range spell with an AP ratio over 0.7 . This spell is also AOE, so that would make it even more OP.

Nah, that would enable much better nuking with a DPS build. Which is what I'm going for. Some parts might have to be lowered a small bit tho.
If you wanna remake it to a nuke spell you should add some other mechanic than a DoT that increases damage to the target. That's more fitting on a DPS. Just look at Kayle's Q.

Nah, Encase just fits sooo good :3
If the CC isn't enough I'm pretty sure that a change to 3 sec slow diminishing down to normal after isn't very OP and a possible change.
I just really felt like he needed a hard CC.
