After playing a few games with Jax, I have to say max Q first. Almost the only thing that W has going for it is its low mana cost and how it can help you last hit. Leap Strike is an amazing escape/harass/initiate tool and you need as low of a CD as possible on it, because it lets you chase better and escape better. W+Q hits hard no matter which one you max first so why not max Q to be able to use that combo more often?
