That isn't Op for Chuck at all !
How about adding something along the linea:

passive: Chucks abiliets cost nothing and have no cooldowns. Instead, they give 100.000 gold to all team members each time an ability is used.
q=Abtronic Master: Chuck uses his comercial skills to sell the enemy team abtronics and gets all the current gold from 1/2/3/4/5 player(s).
w=Push-up: Chuck is doing push-ups. Pushing not himself up and down, but the Earth. Enemies are left in space, thus kicking 1/2/3/4/5 player(s) out of the game.
e=Act: Chuck is showing his acting skills. Chuck either looks down/suprised/excited/angry/happy at his enemies (exact same animation each emotion). Stunning 1/2/3/4/5 enemies in sight for an infinite time.
r=K.O.S.: Every enemy seen by Chuck anywhere on the map, instantly dies (1time/2times/3times)
