Vayne bolts did proc. They operated on consecutive attacks, not on successful hits.

My vote goes for "Buffed".
I like the reliability of it now, as opposed to the percentage chance. Sure, I'll miss champs that really utilized dodge ( Jax) especially, but I feel like they are more useful for nearly EVERY character now, given they are facing harsh AD.

Sadly, I didn't see enough dodge to really judge how many things interacted with it, except for champions I've actually played. I do recall from playing Ashe and champions with the Mallet that the slow on both would not proc if the attack was dodged, so I can confirm it at least. Or if anyone wants to test, the Cho'gath Bot still has dodge somehow (perhaps Riot hasn't changed bot runes or something?).
