All I'm saying is, from what I've seen of him, he's been getting worse ant worse. Making mistakes and blaming others.

CC jungler = tiger? I didn't understand that one, do you mean that
Frozen Mallet will be a viable investment using tiger? I can't see how he gets more or less CC from choosing either of those two choices :) But if you level Tiger, you would most likely level bear too to be able to get in close (not neglecting turtle stance of course), but it would yield the same amount of CC anyhow.
I would go Tiger if you want to play Anti-carry, Phoenix if you want to play AoE damage dealer soak. It's really cool how champions work together in teamfights. I'd choose Anti-carry Tiger Udyr if you want to focus one target picked off by your team's CC, and Aoe damage soak if you want to rush in and spread their team, if that benefits your team's playstyle.

Phoenix top has always been viable and people have been playing it a lot in high elo a long time ago.
It's all dependent on enemy top laner. There's no staple "I play tiger udyr fck phoenix" or vice versa unless you're ******ed.
You can differentiate a great Udyr from a good Udyr if they're able to play accordingly to how the game is set.
Udyr's good at top because he's so versatile. You can go Phoenix for the pushing and counter-jungling, go phoenix to outpush, go tiger for lane control, etc.
