It was ******edly overpowered there is 0 doubt about it and even if it wasn't overpowered it was highly toxic.
There's NO way ANYONE could tank his full ult duration at any point in the game, even when not ridiculously fed. It was simply too strong.
The AP ratio on each bullet went from 40% to 10% already on PBE so there we go it's fixed now

Only if his team has strong CC or the opponents just stand directly in front of him will it look like that. The only real reason to nerf is because the speed on baron and dragon kills.
