you can only have 1 pair of boots of speed, but multiple pairs of tier 2 boots i think

No, it is disabled since Patch 3.10 or so.

you can have two different pairs of boots, meaning you cant have 2 boots of swiftness but you can have 1 boots of swiftness and 1 mobility boots

Correct, you can have multiple instances of "Boots 2" as long as they are different
