I don't see any use for Surge at the moment.
It's inferior to Exhaust and Ignite as an offensive spell on all champs.

Surge has me intrigued but most champions flat out can't use it.

I do have one idea as I mentioned but since I hardly have been playing at all lately, I haven't tested it.

I'd say an as/ap kog would do great with it... but it really stinks overall.

Shyvana could, as she benefits from both AP and AS, although i like the other spells on her
