No, it does still provide MPen. Just really deep in the tree and on a mastery that also gives ArPen, so you can't get it without basically going the full 21 points but mages will also get a bonus on autoattacks at the same time.

Vapora, I might consider 19/11/0 instead of 21/9/0, because a fourth point in T5 offense masteries doesn't look that great without AP or crit and the 21st point is kinda' meh, too. That gives you enough points in defense to max out either Hardiness or Resistance, depending on what you need for the matchup.

Sorry I meant no %pen. 6 magic pen can is good if you're already spec'ing in offense, but there's no point putting points in offense just to get that magic pen.

19/11 could indeed be an option, but I think I'll prefer 21/9. A total of 5% damage increase seems more useful than 4 extra armor.

Dunno about it.

As Riot said, they recreated the trees in order to terminate deadlock masteries.

I guess it's more open now for experimenting outside the 21+9 builds.
Like 22+8, 26+4 or 9+9+12 and stuff. 25+5 Seems a good combo for Support.

Edit: Still 5AD/8AP or 20HP+10Mana on pot seems pretty niffty.
