Improved Recall is a maybe. Sometimes that 1 second can save you. The cooldown reduction on Flash is also pretty baller, though, so I'd suggest trying it out and seeing what you like better. Or just say in the guide that taking either is an option, and players should figure out what they like better.
Expanded Mind is pretty useless on most champions. AD carries especially shouldn't need the mana. Good Hands is, hands down, better. Getting up a few seconds earlier after a lost teamfight can swing games. 216 mana isn't likely to (and if it would, it can be itemized for).

Good hands wants you to die in order to work, and you don't want to die. Plus, the reduction is eh. Improved recall also doesn't gain you any decent time.
As for utility, not many AD carries worry about it. Maybe Sivir coz her mana costs are huge and her mana regen sucks balls?

Assuming you're getting Swiftness in tier 2 I would get improved flash and good hands. Just because extra base mana without the mana regen won't help much and improved flash is better than improved recall.
