It is actually very easy to gank Vlad ... especially low levels ... You just have to know how to Gank Vlad ... Your team mate who is laning against him has to over commit and force Vlad to blood pool, most Vlads do when they initiate their Q + E + W + Q +E Combo... Once you you force him to blood pool, not only does it have a nice cooldown of around 15 seconds if iam not mistaken ... it also takes a nice chunk of his Health .... Once he blood pools . count 2 seconds .. just before you count 2, have your ganker come out to attack because the moment he comes out the pool is the moment the gank should commence .... Then vlad is pretty much dead, as he has really no escape mechanics after that unless he has FLASH or GHOST up ... and if he blows that then thats still a plus knowing he wasted his summoners to stay alive ... allowing you to issue another gank soon with no worries of him getting away.

That sounds like a quite difficult gank compared to ganking any other champion.
Lol. Not saying that it is not possible, it is just much more difficult to than with many other champions, and that + his staying power with healing via Q is what makes him an amazing mid and solo laner.

For sure this spell is annoying and with his naturaly big hp pool he will be pretty much ungankable. Try to ignite him before he pools, that helps alot, as well as all other dots that you can get on him, While in pool he will still suffer and most vlads will try to pool->gank you, have your stun/silence ready after the pool and he is done.
