You should try on-hit-mogg's.
It's basically every bit as good as atmogg's, but it's probs gonna be better for the bear than Atmogg's would be.
Doesn't he have some skill that scales along with HP well?

Ofc, its single-target, long CD and linked with a requirement, but that requirement is totally "non"-existent and you can force down that CD barely above 10 secs.
Including your tankiness you'll easily launch 2 of them in every fight...
Even AP Sion's jaw will rot and drop off...

I could switch Abyssal with a FoN for Health/reg and get an early HG to abuse early one-shots...
if i get mself HG I could switch Sunfire for Zhonya's to maintain dmg (does his passive work while hes under its effect?)
I'm gonna make an evaluation of what he needs and scales best with.
His mana costs are low and his base mana-reg is high. So mana is certainly not needed.
Durability is a given because he is melee.
His passive and W scales VERY well with HP. That and the fact that he needs durability makes building HP a very good idea.
His R and W scale well with AS. That combined with his need for durability makes
Wit's End a very good choice.
His AP scaling is bordering on bad. It doesn't seem worthwhile to invest in AP.
While none of his skills actually scale with AD, they still do because he has to autoattack to make use of them. His W also scales indirectly with AD because it gives AS.

AD should be fine but I do feel it's better just to go straight shot into those items I listed above simply for the sake of efficiency of item.
Spirit Visage could be cool for the passive as well, I've never played the bear so I dunno :P

His R doesnt "scale" with AS, it gives and needs some, but since Frenzy cant be dropped below 10sec CD so you dont need AS asap. Moreover, early wihout much CDR it's negligible. Only Ult would benefit greatly, but first I'd secure that I can keep the enemy in range.

But seeing his ult, you ache to have at least some AP on the side (200+).

less and steady -> skip AP
more and spiking -> get some

Then yeah that's pretty badly :P
And the nice thing about AS items is that there's good ones that will boost both damage and survivability so for the sake of item and gold efficiency I'm thinking onhitmogg's is gonna be pretty clear cut and dry tha best ^_^

E is AoE, so fairly ok, and you actually do know what Ult does?
155 base+ 0.3 AP on up to 5 targets.
Actually scaling up to 1.5 if youre able to hit all of them.
But dunno about its actual range, so before making some serious statement here I'll earn some Ip to test Fluffy first.
