Problem with Olaf is that you either have a slow jungle or a risky fast jungle.

I haven't really had that problem. My jungle is generally pretty quick and not too risky if I get a good leash on blue.

A bad leash of blue results in about 20% HP for the rest of the jungle however. Whatever HP Olaf has when he finishes blue he sorta keeps for the rest of the jungle.

It depends on my leash. That dramatically affects the clear time for Olaf.

And as I've said before, I don't always full clear so I haven't bothered to check. I generally try to gank mid after I've finished wolves if I'm on blue team, or bot lane after wolf/blue if I'm purple team.

I couldn't even give you an estimate.

I know what finish time blue to golems means by the way.

You can't even give me an estimate?...

"I also am Otherkin. Whenever autumn rolls around I can feel my kin-type slowly taking over my body. You must know, I identify as pumpkin. I can control it pretty good most of the time, but when September ends, I just cant hold it in anymore. Whenever Im outside I see my brothers and sisters being chopped into soup, coffee, donuts, cake, drinks, bread - ppl even cut human faces into their skin, making a mockery out of their noble appearance. When I see things like that I cant control my pumpkin urges anymore. My natural instincts kick in. I then sit down motionless, while getting bright orange." - Morgana L

Usually you get the lowest at Red. Making it extremely risky, no you do not maintain the same HP after blue..

Yes, I most certainly do maintain the same HP after blue. You might not, but I assume you don't use the same masteries I do.

Nope Searz. Don't have an estimate.

Ok. Here's what you do:

Go into a practice game with a bud from your F list.
Just pick olaf while he picks some ranged champion.
Finish your jungle path and look at the time.

Well with fury:

The more Fury Olaf has, the more Attack Speed he gets

The less HP olaf has, the more movement speed he gets

Soemthing like that?

I think what they could do is sorta like a Pantheon thing.

His current passive -could- be related to fury, as he builds fury he attacks faster, or it could be HP related.

His E then could even have a passive effect that makes him gain x fury per second, an amount directly related to how much HP he is missing.

I think if Olaf worked on Fury, then he'd be instantly balanced. You wouldn't need to change anything else, no buffs or nerfs, nada. (Maybe even potentially need to nerf him honestly if anything.
