Well, Gangplank's only role right now is as a denyer in solo top lane, out-farming the opposing carry. He doesn't really need to be at a team fight, since his ultimate is the majority of his damage until late-game. By that point, you should have farmed up so much that you're a huge physical carry.
Gangplank typically doesn't do too well in a side lane so the matter of choosing a "match" for him is kind of pointless.

Got to have a team built around him. I prefer to duo lane bottom with a Soraka who can keep giving you mana so you can keep deny-ing, hopefully in an attempt to zone out the enemy lane as Soraka will keep you in lane with her heals and keep you using your deny skill with her mana regen.
I find that Akali is a great partner for a gangplank, mainly because she can pressure the opponents like a truck, whilst GP can deny the **** off people...

i play gangplank as well and dont like duolaning at all. The great thing about gangplank is, that he can win literally any sololane by denying and the opponent cant do a thing about it...
in a duolane denying will lead to your opponents pushing down a turret and the killed exp doesnt amount to much there. If you wanna take gangplank to a high lvl, solo him^^ and build him critty
