It was greatly buffed; it now heals for more, removes Ignite's healing reduction (after the heal is applied), grants 30% MS for 2 secs and is on a much lower cooldown than before. It now targets yourself and one other person up to 700 range away. It's not uncommon to see 2-3 Heals on a team now, it's straight up better than Barrier and I wouldn't be surprised if it gets nerfed.
Ignite counters heal, and heal counters ignite. It's quite paradoxical by nature. Now that heal heals one other person though, it is favored for extended skirmishes where kiting, and switching focused targets may occur
There's that, plus it does nothing against the movespeed. Also with multiple Heals on a team (which is quite common now) it will only reduce the first one.
why not just take ignite and counter it since the heal is applied before healing reduction is removed. i understand the benefits of heal and i like it's place now but just a though

I still feel heal is a great choice now especially for supports that have cc but no heal and well it usually helps more than barrier too. You get the heal almost as high as the shield (on lvl 18 actually more heal than shield) and movement speed. So it is great to flee in sticky situations or reengage after taking some dmg and disengaging :)
I think it was changed. It heals you and the person your mouse is hovering over (if it isn't hovering on anyone, it'll heal the most wounded person in the area). It also gives movement speed and more health.
