League of Legends (LoL) Question: Am im missing something?

I see some peoplez here on mobafire with skinz like Haunting Nocturne (saw on a phyenix screenshot, not sure if she/he got it when first released) and then i see Nighthawk gifting thingz like Lollipoppy or Bewitching Nidalee . i still dont see them on euw on the store. So am i missing something or its just that phyenix(sorry if typing it wrong lel) got it first time release and nighthawk wrote it like a post it? cause i want some skinz so hard that i already have rps :3
