He is still viable but not crazy strong as the old Rengar was. Now there are match-ups you should avoid instead of firstpicking Rengar and still winning your lane np. Lanes you should avoid are lanes like Garen, Renekton and those kind of champs. vs an Akali you'll still be doing fine.
it really depends on your team comp. If your team lacks a real carry you should. That hardly ever happens because there are only certain champs that go on a adc or apc position without really being the big damage thread. if your team has a Galio, Urgot or something like that you should.
Most of the times this won't happen so I would probably suggest to build tanky.
Thanks for the reply, yea I begin picking him lately and have been doing good with him. Do you think a bruiser-type build suits him best? or a more glass cannon build(more damage based items)?
Rengar is still great top. I think AP is less viable than it was, but I can theorize that it's still good, idk. AD is where it's at though, since he can still leech exp from the bushes and just jump out and Q you for 2 bars of hp, go back in, rinse and repeat. He has good sustain when you build tanky and he can still instantly assassinate a carry if he gets the chance. However his escapes suck so he's easily gankable, and he still loses to a lot of champions.

I think hes only worth in jungle, because he can leap in bushes.
In lane you have low amount of bushes and you always go to bush if you're on low health.
