Which patch do these changes come out in?

I've been watching certain streamers like NightBlue3 that play on the PBR. I've noticed that they are playing with this new item named "Stormrazor" and a new buffed Infinity Edge. However, when I go to the patch notes for the next update, I don't see the changes. Are the new item and IE buff coming in 8.9 or 8.10?

Most likely patch 8.10 or 8.11, depending on how their testing goes. Sometimes they end up delaying it for more accurate test-data. (For example the ahri-change was delayed a few patches)

We are already in 8.9 on the main client. These are changes for 8.10.

My guess is the changes will be for patch 8.11.
Here you can read all about the upcoming changes.
In the side bar 'Rioter Comments' you can read that the bork changes will be released between now and patch 8.11. So it is safe to assume that all changes will be shipping between now and then.
Here is a video Anklespankin posted a few days ago, where he goes over the changes! ^^
