Kog'Maw is best played as DPS, which typically has no mana pool. You have to ration it.
Kassadin has a longer cooldown.
Corki has has charge-limitations on Missile Barrage

The more crowd control your allies have, the more damage you deal.
Amplifying abilities are typically always viable and hardly considered bad. It'd just seem lackluster if it's not attached to something else.

He's weak right now because he needs tons of items to do any damage.
It would make him one of the fastest junglers and overall improve his game.
