It seems Cyclone is not bugged. It is merely the tooltip giving a false-impression.
Cyclone deals damage every 0.5 seconds, for a total of 8 ticks in 4 seconds. When watched closely in controled situations, it appears to be doing damage as intended.

That's an interesting build, but I've been leaning towards more raw combat oriented builds.
Jungling is not Wukong's forte, and I've found sustain to actually hold him back in games where things are even. He's a bit of an assassin, so it's best to build to him kill quickly and sur"

Now he gets flat AD + more for %health-lost, and Crit for every bit of fury he has.
