"Couple things.
Why shouldn't it be stackable with Atma's?
I do not think it should be built from an AP item since, Atma's doesn't give it's bonus stat from any item in it. I also cannot think of an item to replace it though."

You don't need to smite the golems and if you only used smite once, you will have smite up by the time you get to red anyway."
