"That would be because he's one of the least played champions in the game. He was a lane dominator in S2 but he got nerfed. He's also semi buggy and people generally don't feel like trying to learn him any more.

Thresh tier.
Beyond that pretty much looks right. Karma is lower tier 3 material.
I shouldn't have to say why Thresh is the best support in the game."
