They are extremely cheap and provide minor bonuses. NEVER buy tier 2 runes. They are a complete waste of money and you are better off waiting for "

This was a needed nerf to TF to make him a little more even with the rest of the carries. His doubly awesome ult is what makes him banned so often in ranked games, whereas a champion like Shen is picked much less freque"
