Start Q-W-Q-E-Q-R, then max R>Q>W>E
In general, farm until level 4 before ganking. There are exceptions but Skarner's early game pressure should usually be lower than the likes of Lee Sin and Elise. Get a couple ganks or counter ganks off before 6 and then gank when"

Ryze and Kayle are both solid top laners that are easy to use.
Lulu, Karma and Vladimir are also good and have pretty fun kits.
Nidalee and Jayce are more challenging...
