"AP marks are bad in just about all cases. Get magic penetration instead, they give you more damage. Marks aren't even the primary runes for AP, the glyphs are better.

Haven't played much with the new perseverance, but it's not the only reason you want 21 points in defense. I think both options will still work fine, but for the record 21/9/0 works great on Vi...
