"Flat AP quints are standard on AP mids.
Flat HP quints are very seldom used, except on specific champions that need the survivability early more than the early AP. Don't get them on Brand or Cass.
MS quints are less-than-optimal on most casters, though if I'm not mistaken, Cassiopeia is an ex"

"Victisaadi: Wriggle's Lantern, Aegis of the Legion, Phage and your runes and masteries combined with Duskbringer and Shroud of Darkness should give you plenty of damage for an offtank. Nocturne actually has a much higher DPS without building into it than most tanky champi"
