Because top lane is trade-intensive and every bit of damage on Fling counts.
Mega Adhesive doesn't help you in trades at all, and you have your Ult or Ghost to chase people at 6 anyway.

It works on Zed because he needs to auto-attack before Death Mark activates.
Talon gets 1 crit off from his Q, and that's it. Plus, it has no bonus AD."

That's a 40 damage increase.
Rank 1 E does 13x3 for 39 damage, x2 for 78 on champions.
If you go Q W Q you get a 40 damage increase
If you go Q W E you get a 78 damage increase
