The only viable offensive strat on soraka is AP, and even then, you don't go those summoners, masteries, items, build, etc. This is the dumbest, most least thought out guide"

There are VERY FEW times you want to put points in blinding dart after toxic shot, and that would include against Irelia and Jax. That's it. Otherwise, you want to leave 1 point in blinding dart at level 4 and max it last, maxing move quick IM"

For masteries, the optimal setup is 0-21-9. In defense, you want the cooldown per level, movespeed at high hp, 2 damage reduction, armor, bladed, etc. In util"
