Gangplank is best early game, but the rate at which Sivir can clear creep waves gives her an advantage late-game for gold farming.
True, Sivir makes much better use of her gold than GP does, but the issue put forth in the OP is pure gold farm.
Gangplank (in addition to Ashe and Twisted Fate) inherently earns more money out of a minion wave than any other character would, assuming that your last hitting skills are good.
But the issue you seem to be concerned about is gold on early game characters. If that's the case, all I can recommend is to practice your last hits. Go into a custom game with no other people and just practice last-hitting. Learn your timing.
If you want a character that's easy to last hit with, Miss Fortune is good at that.

But to reiterrate what most people said already: Sion, Gangplank, TF, Sivir, Morde, Corki. They're all pretty crazy farm machines.

The thing that makes him so good as a gold farmer is that he doesn't even have to push out a lane to get the kills. Repeated last-hitting with Parrley and he still has the enemy wave pushed up to his tower, but he farms better than a Sivir, who basically has to overextend to get even close to the amount of gold GP can farm.
