He has very strong lane presence and after that he can kite enemies with his E. He can basically either win or tie every single lane he is against and that makes him good general pick. There aren't exactly any counters to him, since he can avoid kill lanes with his E and his support's peel and he can dominate any lane with his insane base damage. His ult and E also allow him to do well in kiting comps.[/quote]

Then Lucian got nerfed and everyone's spamming Graves so it was like rip Lucian. Graves begins to scale badly into late-game because of tanks = Lucian is the best lane bully again because he can both bully and scale well into late.[/quote]
