Shen never was about being balanced based off of clear weaknesses, but rather, the fact that other champions can do what Shen offers in some areas better than Shen can. He still has a few indirect weaknesses.

Because that isn't his only weakness.
He still has no waveclear. He still gets outscaled easily. He still has no power spike at level 6.
