Because it's unreliable and using it efficiently against enemies with proper skills is rather hard.

The stun isn't the biggest reason for it, it's that goddam shield. There is a ****load of out play potential with that W.

The shield is in my eyes the Riven shield, but with a higher cooldown and as Riven you just can cast it immediately :P
