I like teleport because it helps me juke my opponents and it does help me escape very easily from tanky champs. Ignite helps me in kills because you know, why not? Burn, Burn, BURN!
Each spell has it's own advantages and I think they're both good. :)

I don't run Ignite in the top lane because I'm too scared to get outplayed, and when I do I overstay. Taking Teleport means I can get back to lane and continue farming and also allows me to splitpush in the mid game and then TP for teamfights. It also means I can escape if I force the entire enemy team to go top for me which means we can get bot tower for free most of the time.

Okay, from my top laner experience, you should run Ignite if:
- You have a strong early game and Ignite will secure your kills ( Fiora, [Riven]]...);
- You are laning vs. Dr. Mundo or any other champion with strong regeneration effects if you're not confident enough you can handle them;
- You want to keep trades equal/in your favour;
- If your map awareness isn't the best/not used to play with Teleport;
That aside, both have their pros and cons, it is ultimately up to you and your playstyle :P

If someone picked Smite and go to top lane, it means that player is a noob who doesn't know what's he/she doing in life.
Just kidding. I just don't recommend to pick it unless you're some super SUGOI player.
I pick Ignite if I want to put pressure against my opponent. I pick Teleport if I want to have a global presence. I just pick Teleport more than Ignite because I have the eyes of a true support (I see good plays, go there immediately), unless if I want to set fire to the rain.
