Literally everything Riot publicly announced are what happened with the server change.
old west coast server = west coast good ping but those far away horrendous ping
new Central server = reaches more of US, most of US is below 80 ping.
overall it's better for the US and even those in eu
only downsides are those in asian countries who want to play in NA & lcs teams who locate in the west coast. i can see pro teams having issues with the ping but honestly the casual playerbase doesn't have much to complain about.

Cry me a river now live in what east coast player have since launch.
The only real 100% fix is to have two servers for NA. East coast and west coast so it covers both and everyone has a good ping but riot does not want to separate player's like every other game and mmo its costing the game gameplay wise.
