The reason supports are going to be primarily based around their utility rather than damage is because of the balance in team comps. Yes, as a support you can now much more easily afford the damage items previously out of reach, but is that what your team needs? Generally, a team composition only needs 2-3 damage dealers and needs to back that up with utility to keep these damage dealers alive or to lock down the enemy, and that is what a support is required for. Adding more damage dealers to your team composition will skew the balance and weaken your overall strength in 5v5's because you have nothing to defend your ADC's. Therefore, based on 1) personal observations and 2) scouting pro players, the support meta is not likely to shift in favour of AP supports like Zyra/VelKoz.
What will happen is that in (low-Elo) solo queue games, being selfish as a support is more warranted (although not to the level where you completely bypass sightstone or any necessary utility) just because games tend to be more chaotic and the fact that you often cannot rely as much on your team.

Imo raka Graves. That Lane had better sustain and likely better all in compared to morde + support BR huehue

Vayne has the insane mobility to duel him mid-late game and Braum has the means to kite him. Fnatic used it in the game that ended up being remade vs EDG, the only problem ended up being the lack of waveclear.
Either way, I really like Braum vs him because it really hurts his late game.

Building AP is only one of many ways to climb as support. Being a utility bot and making your ADC's life easier is another. It's much more important to find a playstyle that suits you well than it is to just try to carry the game single-handedly (because that generally won't work)
I agree with Vyn here. Everyone's got a style, and even your more passive playstyle champs like Soraka have a place (problem is, not a lot of ADCs know how to capitalize on the superior sustain). I will always prefer my style of what I call "murder supporting". I just want the enemy bot lane to die. A lot.
