Only a single pro has played Rammus on this patch, 5 times. Last game Rammus was played by a pro was on October 17th. So yes, players from the LCS, LCK and LPL clearly share your opinion. Well, Mundo is at least played both top and jungle.

Dr. Mundo, but I'll believe in him in competitive play when I see it pulled off successfully.
Ignite is more prevalent (at least in soloqueue),
Morellonomicon is still around, and
Mortal Reminder gives AD oriented champions an option of dealing with healers like Dr. Mundo.
That said, defensive items didn't really go up in price, so his build path is extremely cost effective and he can really dish out a prodigious amount of damage while building full tank, if he can get to you.
Vayne still just absolutely destroys him and I suspect that
Kindred will also be similarly annoying assuming she makes the cut for competitive play.
Maybe if poke comps come back into vogue as he is one of the few tanks with decent poke.

Last Whisper. Also, you have to get a rather useless
Executioner's Calling for yourself first. And then, it also only has 40%.



What about
Xin Zhao top? He's definitely more popular and possibly more effective in the jungle, but I've had absurd success playing him in top lane (though that was only in silver/gold, so take it with a grain of salt). His early game damage and snowballing ability are on par with Riven's, and he dominates two other top tier top laners,
Gangplank and
Darius.
Obviously he shares the same problems as he does in the jungle, but he should be viable at the very least.

I have way more game knowledge than both Stonewall and Pants. I theorycraft and play against the best junglers in NA on a regular basis, I don't value the input of those two much at all. They are content creators. Nothing more, nothing less.
Also: what do you mean nobody buys last whisper? if there is a tank in the game you bet your *** there is gonna be an LW buy, but if everyone is an assassin, then of course is isn't getting built anymore. that is exactly why the item got changed. Executioners literally costs the same amount as 5.21 vamp scepter cost. It is not a big investment in the slightest, and it isn't even a dead end item anymore.
Mundo got a lot better in general after the E change, I won't deny that. I think hes got some potential in the jungle, and I'll test him for sure, but theres a short short list of junglers that have been good without any hard cc, and i doubt mundo will make the list.
Eh i'll throw in xin top next time I change the list. Hes one of the easiest champions in the game to gank top though, which is why he isnt very good. I dont normally like to take gankability TOO much into account when judging laners since a good jungler will protect vulnerable laners most times, but xin is an extreme case, where he literally cannot avoid ganks at all unless he never all ins in lane.

Also, I just want to say right now, that I LOVE when there is discussion in this thread, despite the fact that I may come off as stubborn and hardheaded when it comes to placement on the list. I really am not, I just dont update the list every single time I see a change I want to make. What I don't enjoy, is when someone comes into the thread, makes a completely unsubstantiated claim, (rammus is strong because he counters adcs hurr durr) and then completely ignores my counter argument when I address their claim. If I take the time to address your claim, you better take time to address mine. Questions about champions are fine.
Rammus and mundo could very well be very strong champions this patch. But if you come in claiming that, you need to give some basis to your statement rather than spouting winrates as if its some sort of number that decides a champions viability on its own. Amumu has had one of the highest consistent winrates for the longest time, but he almost never shows up in pro play, and almost always is useless when he does.
