I agree that CDR is nice on her, but with 
Black Cleaver and Spirit Visage you're already at 30%. Furthermore, I don't see why Poppy likes mana apart from maybe early game (talking jungle poppy here though, not sure how it is with top lane), and as you already pointed out, you don't want to get this item early game.
Slows don't stack anymore these days, only the highest percentage counts. It's true that IG's slow lasts one second longer, but fact remains you're paying a lot for a bit of extra slow.
Like I stated before, I don't see any reason to pick up the item for spellblade.
Leaves the armor. Which I'd rather get from other items.
I'd prefer Frozen Heart if I really wanted the mana and CDR.

Poppy does not get diminished effects for a ranged champion when she uses her ranged auto, so Iceborn applies at full effectiveness. That's just something nice to note. It applies Dead Man's as well.
My main question, which is more a general thing, but is it fine to get Triforce and Black Cleaver together? Because the only reason I've been getting Frostyfist for Tforce was not to stack up passives.

Which is why Iceborn is bad.
Cleaver is super good, Sheen procs suck because the only way you're actually going to be able to land them are through your passive (long cd) and/or Charge (medium cd), your slow is so bad that it's hard to actually stick to people to constantly apply sheen procs
Irelia can use it because Q is on a shortish cooldown (6s at max rank no cdr), then you spam your ult for a free proc, and then you have an 80% slow on E
Jax uses it because he can constantly proc it with W, short cd jump with Q, can keep you in place with E
Similarly, Malphite buys Iceborn because it's an offensive version of FH and because his teamfight is all about ulting and bursting an ADC for a good amount of damage and have his followup do the rest
In Poppy's case she has neither the burst or the stickiness to make use of the Sheen proc, therefore it's bad.

No, she's a tank. Juggernauts have next to no mobility or sticking power, she has a pretty decent range dash and her W gives her ms. Juggernauts also deal a lot of damage inside their zone, even when building very tanky.

Just drop the old Poppy mentality. It is beyond me why everyone wants to build Iceborn Gauntlet while slows don't stack(...)
They do stack, just not 100% effectiveness.
And, I'm actually surprised to say it, but NNM is right. Iceborn gives everything that Poppy likes. The mana's cool, the ranged slow is kinda nice, even if it's not going to be used that often. And it gives her tanky things for more Qs. :P
It just seems like a good item on her, just not first.
