Considering I haven't played too much competitively over the last couple of days (nor ranked games) I'd say his list might be more accurate than mine, but here goes a shot:
Tier 1: Thresh / Tahm Kench / Trundle
Tier 2: Brand / Soraka / Alistar / Braum / Nami / Bard / Janna / Leona / Lulu
Tier 3: Sona / Taric/ / Zilean / Zyra / Vel'Koz / Blitzcrank / Karma
Note: order within tiers is (mostly) randomized

Yeah he was the most picked/banned support during IEM Cologne if I recall correctly, his 
Pillar of Filth is pretty broken right now (I think one of the pro supports said something like it's a lower cooldown, longer range alistar combo if you place it right on top of somebody) and his ult is great in the current tank-meta. I was in doubt whether to place him t1/t2 but I think he's amongst the best supports right now.
Only got to play one game of him yet, but he seems really strong from that game as well.

I'm intrigued. Is he a situational pick where the opponent picks a tanky support? Or, is he good against most supports? It seems like he'd be vulnerable to ranged poke and harass.

nerfs, she used to have really oppressive base damages and scaling with only liandry's.
