Even if it couldn't crit BT is just a terrible waste of money because a third of the bonuses are wasted. Going tank would be way superior. But nvm that, it can crit and BT is terrible on Garen. Going for Ghostblade is a good idea too.

Any garen must have 
Sunfire Aegis and Atma's Impaler. After that you can just build what is needed, damage or durability.

Back before the nerf to garen I was a big fan of comboing Randuin's Omen and Youmuu's Ghostblade. After the latest patch I've been itching to try him again, I'll try out a few builds and let you know what I feel is best.
I'm personally opposed to Sunfire on Garen. People try to justify it for farming, but if you last hit correctly into mid game and score a few kills early game as you should be (you ARE Garen), you should be able to grab the necessary items to farm properly.
In terms of theory crafting, has anyone ever gotten Rylai's for its slow on Judgment?

Sunfire essentially adds +40 DPS to your judgment, while giving you 45 armor and 450 health. That's incredible to not only negate attack damage, but also magic damage and true damage (because of the health). This equates to roughly adding 30ish attack damage to garen's judgment (correct me if I'm wrong, I don't know the AD ratio nor do I care to find out) while giving him that much survivability.
Sunfire cape is essential, and that's why garen was nerfed so hard by the unique sunfire stoppage.

Garen's judgment has a scaling of 1.2 (120%) for additional AD.
Honestly I'd rather grab Randuin's on him as it gives him 300 health, 80 Armor, 25 per 5 Regen, 5% CDR, and a 20% chance and attackers movement and attack by 35% while also having the unique active which aoe slows for 35% for 2ish seconds.

Technically yes, as long as you have more than 100 bonus damage you technically deal more damage than if you have Sunfire, but Judgment still deals 50% less damage to minions. If you get Sunfire AND more than 100 bonus you'll be doing more total overall damage, but I'm just saying that it isn't absolutely necessary as others have stated.
