Generally speaking, all ADC marksmen are considered to be high DPS champions. They are the ones dealing the most damage in most games for that reason, and it's also why it's important to keep them alive in team fights: they will consistently whittle down the enemy. Assassins and burst mages on the other hand, have low DPS. They use their combo once, and after that they're pretty useless until their abilities get back up.
Outside of League context and moreso (MMO)RPG context DPS is most often referred to as a measurement of damage. The fights in those kind of games usually take much longer, which is why their DPS is considered the most important stat for damage dealers. This is not the case for League and other MOBA's since people can die much faster here.
Sure people can say "hey I do 1000 dmg per second" because they did 1000 dmg in 1 second, but that's not proper way to look at DPS. You should be looking at how much dmg a second you can dish out over course of a minute for a more realistic average.
