Also, I hate Vel'Koz, whenver he is against me, he does me right, and I can say pretty much the same about brand... I cannot say the same about Pyke because I always bsn him xD
I can agree with you about Vel'Koz being annoying as well as Brand, Xerath or pretty much any other poke based mage with almost unlimited range. Their biggest problem is their squishiness and bad matchups they have. Also in order for them to scale they have to buy expensive AP items which is hard when they can't last hit minions. In low ELO they can have a lot of money from kills but as the ELO increases, the more safe everyone plays and better everyone gets in dodging. And that's when those champions - really start to suck :D

1) Where would you put Maokai? I know he was mainly played last season, but I feel like he is a situational amazing pick!

have to be very good at them to use their full potential or...?

and I hope people see this, Have you tried Bard with the Glacial Augment Keystone and font of live rune with a tanky build? Personal favourite tbh
1) Hmm.. Maokai seems like an offmeta tier to me - I would say that on scale 1-10 he would be like 5. He has quite a lot of handicaps like (mana problems, low W range, bad usage of his passive since every time he tries to activate it he often times loses more HP then he recieves since he is most likely gonna get hit by few AA of enemy ADC, Hard R hitting since most of meta ADC's have a way to dodge it ( Vault, Spell Shield, Arcane Shift, Blood Rush if used well, 90 Caliber Net, etc.) and he overall does not perform nearly as good as Pyke or Thresh does...

3) Not sure with Zyra tbh. She got a buff in patch 9.17 so I guess I am going to wait and see how it will work. With Blitzcrank I am definitely gonna keep him where he is. In my subjective opinion he is one of the worst supports in tha game. His whole kit is centred around Rocket Grab witch is almost impposible to hit against people with at least regular dodging skills. I never really played him much, but I played a lot of games against him and he is very very weak in my opinion.
4) Yuumi with Unsealed Spellbook seems cool to me, but I do not feel the same way about Glacial Augment Bard since slows do not stack (since season 5) and he already has a lot of them in his kit...

About Blitzcrank, well, you can imagine that I'm not absolutely on board with what you said just looking at my profile pic
( iBlitzcrank ), but you are right, landing Rocket Grab isn't easy expecially if the enemies know what they are doing.
What I feel like is the core of Blitzcrank is his scare potential. If you are trying to dodge a Rocket Grab, you aren't running away
properly.
If you see a tank running at you with Overdrive, you aren't even going to think twice about backing away. Still, your argument is
extremely solid and I understand where you are coming from.
if I like it or not, but about Bard I am absolutely certain his set does work.
To make things clearer, although he does have his Cosmic Binding to slow, the objective of the Glacial Augment + Font of Life
is to increase the heals by a chunk. Besides, seeing a support with Electrocute as the most used Keystone kind of makes me sad ^^".

4) Tbh I also did not know about non-stacking slows till like 1 month ago (I swear I was playing my Glacial Augment Ashe with Font of Life and healing items way more often then I am able to admit...) witch also totally ruined my idea of making #waitsupport? support Ashe build. Sadly I guess I never used different rune other then Electrocute on Bard and I agree that it feels a bit sad :/
5?) Whacky but viable rune setups? I have got a very strong feeling that 90% of my rune pages are just wacky and non viable at all (At least it is fun right?)
P.s.: I kinda thought you know about Mobafire Database code for whatever reason. Even tho it seems like you have not created a guide (yet) witch based on your unique build on Bard should definitely happen. Unique guides are what this site needs. There are hundreds and hundreds of guides that talk about the same 'meta' build but we all know that there always will be only very few of support Akali ones...

Also, we absolutely need more Soraka Support mains & subjective guides on lol and on this site respectively (altough I haven't beeon around on either for too long). I love playing what's as far away from the meta as possible, mostly because some of the picks are extra viable and fun (Like Galio, Aurelion Sol, Yuumi...) I'm glad to see somone else that thinks the same!

-About fiddle, even if he isn't that good keep in mind that his silence can be quite big if it bounces enough and you cant miss it, and his fear is point and click, true I probably wasn't right about him being in higher tiers, he can still be quite good. (and when he gets rylai's, which he prob will get, his ult will be one really long aoe slow).
I can say i agree with your listing more or less, although i would expect to find Shen and Zilean at least in Tier 2, taken into account that they provide a lot of utility for their team with movement speed, cc , shields, revives, etc. Also i believe that Braum could go into Tier 1 of super supports as you say, through his crazy teamfight potential and peeling alongside the other tier 1 supports, but all that is just my opinion
