I can add that Rammus is very flexible, you can play any build into him, as long as it has a minimum of resists, if you wanna check some other more off-meta but better to snowball builds, make sure to check mine (sry for advertising in your comment section)
132 master players played ranked with Rammus over the past 2 days and these are the item winrates.
Don't trust Rammus mains. Trust data.
I think rushing a jungle item is the most reasonable plan atm to compensate for slow clearing. But don't try to powerfarm in higher elos, jungle exp and gold are nerfed too hard. Only way to win is to gank a lot and enable someone on your team to carry.
I still rush Turbo Chemtank and Dead Man's Plate before I start to worry about Bramble - and only if they have a lot of healing or sustain, or Thornmail late game vs auto attackers.
Sunfire Aegis seems to be performing better than Turbo Chemtank at the moment though. Stay up to date on Leagueofgraphs.com item stats by elo.
Gargoyle Stoneplate, Abyssal Mask and Anathema's Chains are also performing really well.
Predator might be a thing tho!
The problem is that nothing really competes with chemtank and deadmans rush at the moment.
With the new changes to jungle coming Rammus is probably going to be hurt even more than the champs with fast clear right? :(

Despite being rusty from not having played much over the last 6 months, I have 11L and 16W so far in preseaon D3-mmr playing both full tank, full on-hit and hybrid. It's all strong as usual in my oppinion!
I am still leaning towards Bramble Vest, Boots of Swiftness, Dead Man's Plate, Wit's End as core highest value-for-money items. Then you can get pretty creative with the final legendary and mythics;
4th Legendary can be Gargoyle Stoneplate for defense or Guinsoo's Rageblade/ Mejai's Soulstealer for offense. If you can get a massive lead early Guinsoo's Rageblade into Phantom Dancer has incredible damage potential and it also pumps up your clear speed.
If you are up against a lot of shielders I wouldn't rule out going for some lethality like Serpent's Fang and Youmuu's Ghostblade as final items.

So that's my first 2 items to rush and from here I like to rush Dead Man's Plate. After that you can go for finish Thornmail or Turbo Chemtank:
There is no right answer though, celerity/nimbus cloak is super strong for engage and stick, but you have little early to mid game sustain options.
You can keep up in tempo by buying attack speed for full clearing, leech some exp from laners and take kills and split push. Tank jungles are supposed to be relevant at the cost of less ressources, not to carry. Chemtank should be rushed for clearing as full tank and alacrity also can help clears.
Currently I'm using nimbus and celerity, but for plat alacrity is probably better.
Bami's Cinder is up from 900g to 1100g and imo there are a lot better first and second items than any mythics on Rammus. But I might be mistaken, most of the top ranked rammus players go Sunfire Aegis or Turbo Chemtank first item.
