I hope you don't mind, but I just don't think this is a good build.
+1, I really like your innovative approach to anivia. If I'm not mistaken, Frozen Heart aura provides the chill that your frost bite needs? Also, you mention a hybrid. Would that work out to be something along the lines of:

That sounds to me like it'd provide a bunch of health, armor, and MR that you'd need within AP items.

i really dont think frozen heart provides chill, it would be way too OP.
i think your build is trying to approach tank, not what i meant by hybrid. it's more like prepare for everything. actually i am not sure what you are trying to do here lol.
