Hmm... My choices are expensive in the IP department since I'm just starting...
If you are just starting, take some of the 450 IP guys, those are geared towards newer players (recommended champions).
Also try out other champs during their free weeks before you buy them, as you may turn out not to like them.
Out of curiosity, however, what type of champ were you looking for in the "what champion to buy helper"?

Evelyn is only 1350 IP, the cheapest one besides 450, you still probably want to try them out before you buy them though. Just keep playing the free champs! :D
