Rally is a near useless spell that few use(i do! =) so here is my revision...

Rally(same CD)
Rally is now unkillable and lasts 10 seconds,Rally provides 20% increased AD and AP,Rally has global range but gives diminishing effects,0-500 20%,500-1000 15%,1000-1500 10%,1500+ 5%

Rally(Talent)-
Rally now gives 20% bonus regardless of distance

ALTERNATE revision
Rally-
Gives5%(at 6)10%(at 11)and 15%(at 18) bonus to AD and AP to all units within 1000 lasts 10 seconds
Talent-
Rally now lasts 15 seconds

I think its pretty balanced although 15%(0-500) base with 10(5-10)>5%(1000+) might be better

Seems just to have way to big power late game ;S.

But on the other hand, it wuld be nice to have a teamfight spell

How about you make the % go higher/lower by level 6/11/16? and not global, but about blue fountain to baron maybe? because karthus can utilize rally very well if it was global.

making the level up % go from 5-10 as you progress through levels would be an efficient buff to make it usable in team fights.

If it's using % then it should be fixed, as it gets stronger depending on the champion's level and items.
With a 20% bonus a champion with 250 AD would get 50 extra AD, it's like carrying an extra BF sword. But to a champion based on attack speed or crit it would be giving much less.
I think your idea will actually make it weaker, 35 AD seems like a good number to me.

well it could also grant attack speed if needed...and the percent should actually go down to stay balanced lol
